New Hampshire Arrest Reflects Expanding Scrutiny of Illicit Massage Parlors

A recent human trafficking investigation in Concord, New Hampshire, has taken an unusual turn: the arrest of a spa client — not a worker. According to police records, 66-year-old Brian Soule of Penacook, N.H., was arrested months after openly admitting to detectives that he had been paying for sexual services at an illicit massage business suspected of human trafficking.

The case stems from a months-long statewide crackdown that has already shuttered more than 15 massage parlors believed to be front operations for commercial sexual exploitation and trafficking. The spa at the center of the most recent arrest, Oriental Bodywork Spa on North State Street, was shut down in July following a search warrant execution involving local police, the New Hampshire Department of Justice, and federal partners.

Soule reportedly confessed during a July 30 police interview that he had been a “regular customer” for more than four years and visited the spa for both massages and “discreet sexual services.” Police initially observed him leaving the premises as they conducted the raid. He was charged on Dec. 3 with misdemeanor solicitation of prostitution and related offenses.

This marks the first known case of a buyer facing charges connected to the spa’s human trafficking probe — a significant development in anti-trafficking enforcement.

Authorities Expand Enforcement to Target Buyers, Not Just Workers

New Hampshire officials have made clear that enforcement efforts will not stop with closing illegal businesses or arresting workers who may actually be victims. Attorney General John Formella has emphasized that reducing demand is critical to dismantling trafficking networks.

“If you are buying sex at these businesses, you are funding human trafficking. You are part of the problem—and we will hold you accountable,” Formella stated earlier this year.

Historically, raids on illicit massage parlors across the U.S. have disproportionately resulted in the arrest of workers — many of whom are later identified as trafficking survivors. Advocates argue that punishing exploited individuals only deepens cycles of abuse.

Amanda Grady Sexton of the New Hampshire Coalition to End Domestic and Sexual Violence called Soule’s arrest an important step in rebalancing responsibility.

“Accountability for buyers is an important part of reducing the demand that drives human trafficking,” she said. “When those who purchase sex face consequences, traffickers have fewer opportunities to exploit vulnerable people.”

This focus reflects a growing national shift: targeting traffickers and buyers while prioritizing support and services for potential victims.

How Demand Fuels Trafficking Networks

Soule told investigators that he paid $70 upfront for services and tipped between $80 and $140 per visit, sometimes calling in advance to request specific workers. Detectives said that after his interview, he even “blew a kiss” to female employees as he left the parking lot.

These details highlight a harsh reality: Human trafficking thrives because there is a steady market of individuals willing to pay for sexual access — often at businesses exploiting vulnerable workers who may be undocumented, isolated, or coerced.

Demand is the engine of trafficking. When buyers believe they can reliably purchase sex in private, commercialized settings, traffickers are incentivized to continue exploiting those under their control. This is why states like New Hampshire are increasingly prosecuting buyers as part of broader anti-trafficking strategies.

Trafficking Victims Often Misidentified as Offenders

At the Concord spa, police initially arrested two female employees on misdemeanor charges. Those charges were later dropped — a move applauded by anti-trafficking advocates who warn that victims are frequently treated as perpetrators in these cases.

“Best practice is to focus enforcement on buyers and traffickers,” Sexton said, noting that victims must be recognized as exploited individuals deserving of safety, dignity, and services.

This pattern is mirrored nationwide. Workers at illicit massage businesses may be:

  • Threatened or coerced

  • In debt bondage

  • Monitored or restricted in movement

  • Unable to safely refuse sexual demands

The New Hampshire case serves as another reminder of the urgent need for trauma-informed policing and prosecution.
