Andrew Scott Selby, a 54-year-old former Lancaster city police officer, has been released from prison on bail as he awaits trial for multiple sexual assault charges involving underage females in New Jersey. The alleged incidents occurred in the late 1990s when Selby was an active member of the police force.
On Tuesday, Chester County Senior Judge William P. Mahon reduced Selby's bail during a review hearing. The former officer was released after posting $25,000, a significant reduction from the previous bail amount of $1.5 million for two cases. Judge Mahon set bail at 10% of $50,000 for each of three cases, considering factors such as Selby's family ties, work history, and lack of prior arrests.
Selby faces serious charges including:
The investigation began in March when a woman reported that Selby had raped her in the late 1990s when she was 16 years old. Subsequently, additional victims came forward with similar allegations.
Assistant Lancaster County District Attorney Elizabeth Mae Lapp argued for high cash bail, citing the nature of the charges and the potential flight risk if Selby is convicted. The prosecution has not presented all its evidence, as they only needed to establish a prima facie case during the preliminary hearings.
Selby's attorney, Paul Walker, pointed out potential identification issues in the case. One accuser was unable to identify Selby in court, relying instead on testimony from a third party. The defense also highlighted the age of the cases, which are approximately 25 years old.
Selby's bail conditions include:
The next phase of the legal process involves the prosecution sharing evidence with the defense team. A trial date has not yet been scheduled.
It's crucial to remember that support is available for those affected by sexual abuse. The YWCA Lancaster operates a 24-hour sexual assault hotline at 717-392-7273, offering free and confidential counseling and therapy services for community members impacted by sexual abuse, harassment, or assault.
Laura McLaughlin, Esq., a specialist in sexual assault cases, offers her perspective: "Cases involving historical sexual abuse allegations, especially those implicating former law enforcement officers, present unique challenges. The reduction in bail highlights the delicate balance between the accused's rights and public safety concerns. As this case progresses, it will be crucial to ensure that the voices of the alleged victims are heard while maintaining the integrity of the legal process. The community should remain vigilant and supportive of all parties involved as we await the trial."
